• Accept both and register: the installation registers at its plugin registry, obtains its token and pulls the catalogue its plan covers.
• The instance id, the plan the registry put it on, and the packages it may pull — live.
• Withdraw the consent from the same page.

The module ships in the portal image, so the page exists before any package has been installed — that is the point.
