New accounts always get their starting apps

Your home screen starts with a few apps on it — the Store, the documentation, and your chats — so there is somewhere to go on day one.

Until now those were added the first time you opened your home, and only if it was completely empty. That worked while nothing else could put an app there. Now that installing something adds its tile straight away, anyone who installed before ever opening their home looked like an existing user with a home already set up, and never received the starting apps at all — including the Store tile, which is how you would install anything else.

The starting apps are now added once when you sign in, independently of what your home happens to look like. If you later remove a tile it stays removed, which was not reliably true before.
